A 64-year-old Houston man has been charged after he allegedly hurled racial slurs at his neighbor and tried to run him over.
Per KTRK, the victim, identified as Blaine McShall, is a Marine veteran. McShall told the news outlet that the June 16 incident occurred as he was walking home. He said Jessie Ruffer confronted him after he briefly left the sidewalk to prevent walking into a puddle.
“I walked out in the street just enough around a parked car,” McShall said, adding that Ruffer “swerved really close” to him afterward.
And though McShall was fortunately not hit, he said Ruffer berated him with racial slurs. “What he said was, ‘If you want to walk in the street like a (n-word), I’ll run you down like a (n-word),'” McShall recalled. “And of course, that was surprising.”

McShall said he did not respond to Ruffer’s utterances and rather contacted the police. “I was just more taken aback by the fact that he actually said that after trying to literally run me over in a car,” McShall said.
Ruffer was ultimately arrested and charged with aggravated assault. He was later released after he posted a $20,000 bond. Ruffer has also been ordered to keep a 200 feet distance from McShall.
Besides this recent case, Ruffer is also facing a terroristic threat charge in connection with a 2022 incident. The 64-year-old suspect is said to have told an Arab neighbor that he was a terrorist, authorities said, adding that he also threatened to kill the victim and his dog, KTRK reported.
